The town crier

The crier calls out the news: the steward's proclamations, the biggest bounties, the outlaws, the raids. Talk to him to hear the latest, or read it anywhere with /news. Pay him to cry your own news for three days: /proclaim <text>. Proclamations also go up on the notice board.
